किसानों ने मिट्टी में मूंगफली उगाई या मूंगफली में मिट्टी मिलाई. गुजरात में इस समय ये चर्चा ज़ोरों पर है.
विपक्षी पार्टी कांग्रेस की राज्य इकाई के प्रमुख अमित चावड़ा ने सत्तारूढ़ भाजपा पर आरोप लगाया है कि मूंगफली घोटाले में 4000 करोड़ रुपए की हेराफेरी की गई है.
हालांकि विजय रूपाणी के नेतृत्व वाली सरकार के उपमुख्यमंत्री नितिन पटेल ने इन आरोपों को ख़ारिज करते हुए कहा है कि विपक्ष भ्रामक आंकड़े फैलाकर लोगों को गुमराह करने की कोशिश कर रहा है.
सरकार ने गुजरात हाई कोर्ट के एक सेवानिवृत्त जज के नेतृत्व में एक जांच आयोग का भी गठन किया है. ये आयोग मूंगफली की कथित हेराफेरी के मामले की जांच करेगा.
राज्य के गृह राज्य मंत्री प्रदीप सिंह जाडेजा ये तो मानते हैं कि कुछ सहकारी समितियों ने गड़बड़ियां की हैं, लेकिन वे ये भी कहते हैं कि सरकार किसी को छोड़ेगी नहीं.
क्या है मूंगफली घोटाला
साल 2017 में राज्य विधानसभा चुनाव के वक्त किसानों को मूंगफली की सही क़ीमतें नहीं मिल रही थीं. कांग्रेस ने इसे राज्य चुनावों में एक मुद्दा बना दिया.
दूसरी तरफ़ साल 2015 के पंचायत चुनावों में हार का सामना कर चुकी भाजपा पाटीदार आंदोलन को लेकर चिंता में थी.
मूंगफली उपजाने वाले ज़्यादातर किसान पटेल थे और सौराष्ट्र की तकरीबन 48 विधानसभा सीटों पर ये तबका निर्णायक असर रखता था.
चुनाव से पहले सरकार ने 700 रुपए प्रति क्विंटल बिकने वाली मूंगफली को सौराष्ट्र की सहकारी समितियों के ज़रिए 900 रुपए क्विंटल की दर से ख़रीदना शुरू किया.
मुश्किल तब आई, जब जल्दबाज़ी में की गई इस ख़रीददारी के बाद स्टोर के लिए जरूरी इंतजाम कम पाए गए.
किराए पर लिए गए गोदामों में निगरानी के लिए न सीसीटीवी कैमरे थे और न ही सुरक्षा गार्ड. फिर एक के बाद एक गोदामों में आग लगने की घटनाएं शुरू हुईं.
दो जनवरी, 2018 के दिन कच्छ के गांधीधाम में मूंगफली के गोदाम में आग लगी.
19 जनवरी को सौराष्ट्र के जूनागढ़ में एक सहकारी समिति से मूंगफली लेकर जा रहे दो ट्रक पकड़ गए, जिसके अंदर मूंगफली की बोरियों में मूंगफलियां कम और मिट्टी ज्यादा पाई गई.
और इस घटना के बाद सिलसिलेवार तरीके से मूंगफली के गोदामों में आग लगने की घटनाएं शुरू हो गईं.
30 जनवरी को राजकोट के मूंगफली गोदाम में आग लगी.
13 मार्च को इसी शहर के दूसरे गोदामों में आग लगी, जिसमें मूंगफली के साथ-साथ हज़ारों की तादाद में ख़ाली बोरियां भी जल गईं.
19 अप्रैल को जामनगर के हापा में 350 टन मूंगफली जल गई.
एक एफ़आईआर की कहानी
जब व्यापारी लोग बचे हुए गोदामों में मूंगफली ख़रीदने गए, तब उनको पता चला कि बची हुई बोरियों में मूंगफलियां कम और मिट्टी ज्यादा थी और उसकी सैंपलिंग का वीडियो भी शूट किया गया. इसके बाद सरकार हरकत में आई और दूसरी तरफ़ विपक्ष ने आंदोलन शुरू किया.
जूनागढ़ ज़िले के मोटी धणेज सहकारी समिति ने ख़रीदी हुई मूंगफली (जिसे पेढला गांव के गोदाम में रखा गया था) में मिट्टी और कंकड़ निकलने की पुलिस में शिकायत की है.
यहां से मूंगफली की कुल 31000 बोरियां गड़बड़ पाई गईं. शिकायत के मुताबिक़ इसकी कीमत 457,25,000 रुपए है. ये सिर्फ़ एक गोदाम का मामला है और ऐसे गोदामों की लंबी फेहरिस्त हो सकती है. पुलिस ने इस मामले में 22 लोगों को हिरासत में लिया है.
मूंगफली का राजनीतिक इतिहास
गुजरात की राजनीति भले ही आजकल मूंगफली के गोदाम में लगी आग या फिर इसमें मिली मिट्टी से गरमा रही हो, लेकिन गुजरात की राजनीति में मूंगफली का डंका तबसे है, जबसे राज्य की स्थापना हुई है.
पहली हरित क्रांति के बाद 1955-56 में मूंगफली का उत्पादन बढ़ गया था. तब गुजरात और महाराष्ट्र एक हुआ करते थे.
लेकिन गुजरात के अलग होने के बाद राज्य में मूंगलफी के तेल की जमाखोरी बढ़ने लगी, क्योंकि इसी दौरान गुजरात में तेल की मिलें स्थापित की गई थीं.
गुजरात में खाद्य तेल के रूप में सबसे ज्यादा मूंगफली का तेल इस्तेमाल किया जाता था और ये राज्य सरकार के लिए भी सिरदर्द बनता जा रहा था.
गुजरात सरकार ने तीन जजों की एक समिति बनाई और मूंगफली तेल के व्यापारियों और थोक विक्रेताओं के लिए 12 जून, 1964 को एक सर्कुलर जारी किया.
तेल की जमाखोरी
इस आदेश के तहत मूंगफली का तेल बेचने वालों के लिए लाइसेंस लेना ज़रूरी कर दिया गया.
और थोक विक्रेताओं के लिए गोदाम में सिर्फ़ 150 किलो मूंगफली के तेल का स्टॉक रखने की इजाजत दी गई.
खुदरा विक्रेताओं के लिए ये छूट सिर्फ़ 50 किलो तक के लिए थी.
लेकिन इस आदेश में कहीं नहीं कहा गया था कि व्यापारी हर महीने कितना तेल बेच सकेंगे और राज्य के बाहर कितना तेल भेज सकेंगे.
हालांकि इस आदेश से तेल की जमाखोरी और इसकी क़ीमत दोनों क़ाबू में आ गई.
लेकिन ये वही समय था, जब मूंगफली का तेल निकालने वाले मिलों के मालिक मालामाल हो गए. और चुनाव में पार्टियों को फंड देने लगे.
तेलिया राजाओं का जमाना
इसलिए सरकारी नियमों में कमियों को ढूंढ़कर लाइसेंस होने के बावजूद गुजरात के बाहर तेल बेचने के बिल बनाए जाते रहे और जमाखोरी जारी रही.
सरकार पर भी इसका कोई ज़्यादा असर दिखा नहीं. इन तेल विक्रेताओं का सरकार पर ख़ासा प्रभाव था और सौराष्ट्र के तेल मिल मालिक तेलिया राजा के नाम मशहूर होने लगे.
साल 1973 में जब मूंगफली के तेल की कमी होने लगी, तो तेलिया राजाओं के लिए अपनी ताक़त दिखाने का मौक़ा मिल गया.
इसी साल जब केंद्र सरकार ने खाद्य तेल और अनाज के आवंटन में कटौती की, तो तेलिया राजाओं ने जमाखोरी फिर से शुरू कर दी. इसके बाद तेल के दाम आसमान छूने लगे.
राजनीति में उतार-चढ़ाव
बढ़े हुए दाम जब काबू में नहीं आ रहे थे तो उस वक्त कॉलेज के मेस में खाने का बिल भी बढ़ गया और छात्र भी विरोध पर उतारू हो गए.
अगले साल (1974) 11 जनवरी को नवनिर्माण युवक समिति का गठन हुआ.
नौ फरवरी तक आते-आते आंदोलन इतना तेज़ हो गया कि मार्च महीने में उस समय के मुख्यमंत्री चिमन भाई पटेल को इस्तीफ़ा देना पड़ा.
इसके बाद गुजरात की सरकारों पर तेलिया राजाओं का वर्चस्व बढ़ने लगा और तेल के दाम बढ़ने और घटने से राजनीति में उतार-चढ़ाव आते रहे.
एक बार फिर 1980 में माधव सिंह सोलंकी की सरकार मूंगफली की राजनीति का शिकार होती हुई दिखी. हालांकि उस समय चल रहे आरक्षण आंदोलन का भी दबाव उन पर था.
माधव सिंह सोलंकी की सरकार
उस दौरान सरकार ने दूसरे राज्यों से होने वाले तेल के कारोबार पर प्रतिबंध लगा दिया. तेल के दाम बढ़ने के बजाय घटने लगे.
आरोप लगते हैं कि उस वक्त तेलिया राजा आरक्षण आंदोलन को पैसा मुहैया करा रहे थे.
माधव सिंह सोलंकी की सरकार अगले चुनाव में बड़े बहुमत के साथ सत्ता में वापस लौटी और इसकी वजह ये थी कि वे तेल की कीमतों पर काबू पाने में कामयाब रही थी.
लेकिन आरक्षण आंदोलन की गर्मी के बीच फिर उनकी कुर्सी छिन गई.
इसके बाद सत्ता में आए अमर सिंह चौधरी ने मूंगफली का उत्पादन बढ़ाने का बीड़ा उठाया. और गुजरात में एक बार फिर मूंगफली का उत्पादन 6.9 मिलियन टन हो गया.
मूंगफली का तेल
लेकिन 1986-87 के भयंकर सूखे की मार मूंगफली की खेती पर भी पड़ी और हालात ऐसे बन गए कि अमर सिंह चौधरी की सरकार को जाना पड़ा.
इसके बाद माधव सिंह सोलंकी ने दोबारा कमान संभाली और आठ साल से चले आ रहे प्रॉफिट सीलिंग में बदलाव कर थोक विक्रेताओं को एक फीसदी और खुदरा विक्रेताओं को दो प्रतिशत मुनाफा लेने की छूट दी.
इससे मूंगफली की खरीद बढ़ी और किसानों को फायदा हुआ.
नब्बे के दशक में मूंगफली का तेल खरीदने वाली राज्य सरकार की एजेंसी एनडीडीबी के साथ मिलकर गुजरात में ट्रेटा पैक में इसकी बिक्री शुरू की.
और सस्ते दामों में लोगों को मूंगफली का तेल मुहैया कराना शुरू किया.
गुजरात से अमरीका और चीन को निर्यात
एनडीडीबी के तेल खरीदने के कारण किसानों को भी उत्पादन की कीमत मिलने लगी और गुजरात में इसका उत्पादन बढ़कर 8.1 मिलियन टन हो गया.
साल 2001 में केंद्र सरकार ने पॉम ऑयल पर आयात शुल्क घटा दिया और इससे मूंगफली का उत्पादन भी घट गया और किसान मूंगफली से कपास की खेती की तरफ़ मुड़ गए.
आज की तारीख में गुजरात में देश के कुल मूंगफली उत्पादन का 35 फीसदी उपजाया जाता है. आज भी सौराष्ट्र की राजनीति में मूंगफली के तेल की आंच बरकरार है.
सौराष्ट्र के 48 विधानसभा सीटों पर मूंगफली किसानों और तेलिया राजाओं का वर्चस्व है.
गुजरात से पांच लाख टन मूंगफली का निर्यात अमरीका और चीन को होता है, जो पीनट बटर बनाने के काम में आती है.
इसलिए गुजरात सरकार ने इस साल आनन फानन में नाफेड के जरिए समर्थन मूल्य पर मूंगफली खरीदी और किसानों को खुश करने की कोशिश की.
लेकिन मूंगफली की बोरियों में 30 फीसदी रेत निकलने से किसानों को खुश करने वाली सरकार की किरकिरी हो गई.
